Blower box removal

I have a 2000 trans am and I am in the process of removing the blower box. I have the box out but there is this metal strip around the outside that has bolts in it and what looks like rivets. Are you guys just drilling or grinding the rivets? Thanks

This strip does not come off with the box and looks to be a reinforcement of some sort. Its riveted to the firewall in 127 places and the bolts for the HVAC bolt through this.
