Default need help in removing the mystery substance

Hi all, just got my car back from the rear end install a week ago and went to wash it today and noticed some really odd spots on the front bumper of the car. It almost looks like rusty water i guess that would be the best way to describe it.

I tried some Meguiars paint cleaner and wax on it and it lightened the spots up after working on a small area for about 30 minutes but you can still see the spots. The car did sit out under some trees for a week or two at the shop but still wouldn't really expect to see it on the bumper? Is there any product out there that is potent and safe for finishes to take it off? The clay bar didn't help much at all either.

Any input would be appreaciated.
