Okay, I did some research and found the true story about this car. It turns out that this car is indeed from Sweden. During shipping, it came loose in the cargo hold and ran into the bow of the container where remained wedged for the duration of the shipping. The trip across the Atlantic was rough resulting in the need for a team of people to pull the car loose using rope.
To sum it up,
The ground effects are actually the rope marks.
The front end is factory WS6, only the pressure from being wedged into the bow created the look seen.

Obviously, the owner was appalled and refused delivery. However, one of the top brass for Ikea saw the the news story and fell in love with the look. It sits on display in the headquarters of Ikea's headquarters. The car has sits on a platform in the entrance under a plaque that reads "Förbränning Fågel" (which loosely translates to Firebird).
