Driver Side Headlight Low Voltage

Driver Side Headlight Low Voltage Hey everyone, lately Ive been having trouble with my Driver side low beam and high beam. Im only getting 9 volts coming from my low beam and when I go to plug in my high beam at 12 volts 
It kills all power to my running lights and everything shuts off up front on the driver side. Could this be a ground issue? If so where are the ground wires located for the headlights?
