Best was to remove rust on bolts, etc.

What I do (in steps):
-Remove scale rust with wire wheel
-Place in a breaker filled with ospho rust remover and let them soak for some time
-Remove them from the beaker and let them sit overnight
-Next day wipe them down with alcohol
-Hit them with a red scotchbright pad to remove the unwanted residue left by the ospho and promote paint adhesion
-Wipe with alcohol again
-Paint
For paint I use duplicolor engine primer and then duplicolor engine paint. This paint will take a long time to cure but lays down nicely and resists heat.
On another note, DON'T install bolts before letting the paint FULLY cure, otherwise your wrench or socket will remove the new paint from your bolts and your hard work goes to waste.
