No need for primer. Just take some steel wool and rough up the area you're going to paint The spray paint will stick fine.

over time it will start 2 peel i no on any plastic or metal u have 2 use a adheshion promoter

As long as you leave the actual reflector mirrors alone, you can paint the rest of the chrome and there will be no effect on light output. If you want to be safe, you can put in a brighter bulb like a silverstar.

I got it all done and I cleared up my lenses while they were off. Some jack *** did a very bad job before I got the car and I spent a lot of time trying to fix it. I got it all together and the silicone is drying now.

I did have 1 problem though, some of the reflective surface peeled away when I took off the tape. I used blue painters masking tape, the low stick stuff specifically to avoid this. Not too much came off, but enough to annoy me.

I guess I'm gonna get new lights in the near future and do the mod all over again.

^ just paint them all black and get projectors, a good tip is instead of using tape around the reflective part i just put some newspaper over where i didnt want the tape to peel, worked out great,
