Default Is it possible to remove rust and powdercoat pulley wheels?

Ordered an LT1 aluminum power steering pulley from Speed Inc. but the order isn't going to be ready for a couple of weeks so rather than buy new stuff is it possible to clean these pulleys up and powdercoat them?

I'm sure its possible. Just take it off, sand it down, and get it powder-coated. IMO I would just wait for the new one, too much work for something used only for a couple weeks.
