Fog lights won't work. Solutions?

Fog lights won't work. Solutions? My fog lights haven't worked for the longest time. So finally I got a volt meter and tried to see if the fog light was receiving any power. It's not. Checked the bulbs, they "seemed" healthy and not ruined.
The car had underglow stuff from the previous owner that was unplugged by me, in the process of being taken out COMPLETELY. Always found these to be stupid. Anyway, me and my father think she spliced the underglow stuff to the fog lights or something. So we're hoping that is not the case. There didn't seem to be any wires near the end of the harness to were the fog light connects that seemed spliced. So we have no idea why the harness for the fog lights are not getting power.
My question is what could be the issues?
Could I just splice the fog's to the turn signals?
Any help would be great. I just hope I don't have tp replace a whole harness because of fog lights..
