Removing damaged fender - how to remove this bolt? (pics)

Hello
So on my way to work, I got t boned by another person who ran a red light, and thus my car needs to be fixed.
I started taking off the fender and for the life of me cannot remove those 3 bolts that hold the fender and front bumper.
And I can't remember the name of the tool that I have to buy haha

Here's a picture right after the accident.

And for anyone interested, this is what the "rebuild" is looking like so far, at least from the front

Those should come off with just a deep socket 10mm on a ratchet.

The bolts are welded to the bracket. Just use a deep well socket as mentioned to remove the nuts from underneath.

Sucks about the accident. A bit amusing how the other guy's license plate is stuck in your door though.
