Mystery Spots in paint

Just bought an 09 CTS-V. The paint needs a little TLC. I plan on a 2 step paint correction this weekend. Any tips or advice for these spots? They are relatively smooth to the touch. Is this damaged clear coat? Any help is appreciated. Thanks.

Might be overspray or rock chips hard to tell without actually seeing it in person. I'd start with claying and see if that removes the spots

Tough to tell with the quality of those photos. Looks a lot like clear coat failure, from bird droppings or sap laying on there too long.

That's referred to as clear coat fracturing. It's damage to the clear coat. The only real fix is a repaint.
