That's going to be a pretty tough repair. Best bet would be to remove the dash and either replace it with a used good dash, or try to recover it. Both will not be easy
That looks like the binnacle / gauge surround / bezel is cracked and not the upper dash. I've never seen that on the 4th-Gen before. Either way, I just did a quick search on ebay and found some for $60 - $80 used. Make sure you get the correct color. 1998-2000 are different color than 2001-2002 (Grey for the earlier ones, black for the later ones).
If you want to repair it, its ABS plastic. You can repair it like people repair the door cracks. You'll probably still see the seam though unless you cover it.
Oh this is a Camaro and not a Firebird. The Gauges look like they have the Firebird bezel (missed the "SS" logo) and I have a Firebird so I was confused. On the Firebird, the front half of that is ABS and not vinyl/rubber covered foam. However, on the Camaro, that does appear to be vinyl/rubber covered foam. The vinyl/rubber cover/skin has cracked. I'm not sure how to fix that. You might be able to clean the dust and re-glue it, but it will still be noticeable.
I remember seeing this video a while back where they try repairing a badly cracked Miata dash (skip ahead half way through the video to see actual repair attempts).
