I think so, but not for sure. However, I ordered a set a while back with the two fuel line holes on the drivers side. Here are part numbers.

i have 98 z28 an just put the frc on an the second fuel line towards the back when i put it up throught the cover it pinchs the line, what could i do to fix this, an they wont snap down on to anything i tryed for hours, basically just sitting there????????????????

Not sure about '98, but I ordered the 1997 FRC's & they have the two holes.

I opened up the holes with a saw & file. See the pic at the link below.

Yeah I opened up the holes with a dremel and sanding wheel for a clean look.
