I just took on that project last weekend.you need to take the whole front bumper off the car and then remove the 4 push pins out of the foam and put the bumper back on,do a search there is a write up on how to take the bumper off,that's what i did.Good luck
That foam is designed to absorb something like 20mph of an impact. If you remove this, and get in a wreck, you may be stuck with a liability issue for altering manufacturer safety devices. Just a heads up. I would just leave it alone.
