My dad bought the tips on ebay about a year ago, they were brand new, unused. He had a black 98 SS convert he was going to put them on but he ended up selling the car and gave me the tips. I got the valence from SLP and I am having a friend of mine do the paint. So far I have about $250 into it...
I had to buy the paint ($57), 90° elbows ($71), stainless band clamps ($25), and pay to have the valence painted ($75).
Still worth it
