Default Spider Webs

Am I the only one who has spider webs in the paint on the rear bumper? How do you get these out. Prob. have to sand it down and repaint. Doesn't look like its in teh clear coat, looks all the way thru. One of the bad things about fiberglass. Metal don't do that!!!!!

Can you feel the scratches with a fingernail?
If you can it's a likely candidate for a sand/respray
If you can't try a buffer and some compound (you may f*ck it up but you were going to repaint it anyway)
