Default removing clearcoat?

My car was in the shop a while back getting the rear bumper fixed. Anyway I have the rear fill ins for the Pontiac lettering on the bumper. My problem is that I'm going to change the color of vinyl but the shop clearcoated over like 3 of the letters. Is there any way to get these out now? Can I use something like a paint thinner or what do you all reccomend? Any help is appreciated.

No I dont think there is any stripper or chemical that you could use with out causing damage to the surounding area. And then you would have to reclear that area or the whole bumber. You might be able to try scrape the clear off with a razor blade and then peel them up and put down your new inserts.
