10,000K will look too purple and $195 is way too cheap for 2 bulbs and 2 balasts. Sounds like something is up. If that is for 1 bulb and 1 balast then the price is about the bottom of the range in pricing (still a bit cheap though). Are they Phillps/Sylvania bulbs and ballasts?
BTW, stock HID systems are between 4000K and 5000K (typically 4300K).
The higher the color tempurature, the bluer/purpler the light looks, and the amount of light emitted actually decreases.
Also, for a proper beam pattern (and to actually get good light output) projectors are the way to go.
