Sail panel water stains...

Sail panel water stains... We have rediculously hard water here where I live and over the years the washing have taken a toll on the black (plastic?) sail panel on my T/A. Nothing I can think of has been able to get the stains out and was wondering what you all would suggest to do. Heres a pic of what I'm talking about:
Also, recently some clown rubbed SOMETHING on the rear Trans Am lettering and streaked the paint up onto the panel...any ideas of how to get that off? I keep thinking maybe wetsanding, but I have no clue how to wet sand or if it would be a safe thing to do to this panel. Heres a pic:

For the back, you can always use acetone to take off the red lettering and either leave it as is or polish it with some plastic polish and put a new decal back there, as for the side panel' I treat it like the rest of the paint, and use a claybar and some of my usual top coat (Menzerna FMJ), you could try a claybar with some vinegar and water solution to see if that helps
