I say anyone that wants they just put them on and if you dont ever hear anything then dont worry about it. But im pretty sure they are technically illegal.
I have AVS covers on mine. One cop who stopped me for speeding gave me a warning about them. The last time I was pulled over the cop searched my car (he though I was running from him) and just gave me speeding ticket. He made no mention of my taillight covers, painted sidemarkers, tinted rear plate cover, missing front plate, or illegally tinted windows.
I can understand people thinking the plastic covers look bad, if they stand out. With my car, I usually have to tell people that they're plastic, not painted. Also, the plastic covers are smooth all the way across versus painting them and having the small indentation where the backup lights are (on Firebirds).
