paint chipping from rocks and other debri is abviously normal, however if it is flaking off that would most likely mean the bumper has been replaced and not prepped properly before it was painted. If this is the case all the paint (from the bumper) would need to come off before a repaint. If it is flaking off and the plastic underneath is shiny black, that would be because parts are coated with silicone to protect them during shipping. This would need to be sanded off before paint or else the paint won't stick and will flake off.
