adjusting from bumper?

If you look on the ends of the bumper, get on the ground and look up past your headlight there are a few nuts, you can loosen them and move the bumper around a little but but not much. Where does it look off at?

looking straight at the front of the car, in between the headlights where the hood meets the front bumper. the passenger side of it, the gap between the hood and the bumper is a little bigger(not much, but noticable to me) than on the other side.
