Get yourself the #1 and #2 steps of the 3 step system from Meguiars, as well as a Claybar of some sort.
Follow the routine you have (make sure if you use Dawn to try and find the unscented kind. And DONT use this every single time you wash your car) but add in after the 2nd wash, and the NXT the #1 and #2 above. This will take you awhile, but this should give you results like you're hoping for.
As for the inbetweens if you're waxing ~3 times a year, you should really only need to wash and then touch up with a quick detailer. A quality wax will hold all your "work" in so you wont need to go thru that but ~3 times a year.
