I was mainly thinking about the looks/funcion of removing the foam from just the holes in the bumper. Maybe even cutting. It seems like the radiator would maybe pick up some efficiency from all the extra air. Weight is the last of my concern.

Pretty cool idea, I must say. At least you're putting those holes to use, while mine are doing the big airbrake funtion....maybe. It might be a job for myth busters to see if a tiny pocket of air gets trapped there to actually act as a solid part of the car to force air over and around it....when the holes in it might cause some different type of turbulance... I have no idea. I guess if you can funnel some of that rushing air into the combustion chamber then you're not hurting anything
