True/False??? I was told by a paint and body shop that once your bumpers started spiderwebbing, that you would have to replace+painting the whole thing instead of just repainting. He said that it would just come right back.... Any thoughts about this???? 
you have to strip all the paint off and find out if it is the plastic that is deteriorating or if it is just the paint. Most likely just the paint and the bumper will be fine if it is reused.

Its really hard to tell, my bumpers been repainted 2 times, and keeps spiderwebbing and eventually chipping. Next step is replacing the thing..

yep, my back bumper did that....had it fully repainted(old paint removed, new paint put on).....spider web **** still there!!!! you cant see it as good, but its there.....
You might as well get a new one. Reason is the paint isn't the cause of the spiderwebbing unless there is multiple layers of paint. The plastic is flexing/warped/ or wasn't sealed properly prior to paint.
