Default paint questions

ok so this past semester someone decided to put some racing stripes into my paint (really deep scratches, 3 of them, i almost threwup when i saw them). the last guy that had my car didn;t really take awesome care of it ,there are hairline scratches everywhere. since i have to get the door repainted is there anything the painter guy can do you fix all there scratches? maybe respray clear coat (if our cars have clearcoats?)?

If the scratches are all the way into the base coat(color), then they are have to be repainted, buffing won't help. If the scratches are fine and only in the clearcoat, then chances are a good bodyshop or detailer can compound and buff them out.
