From what I have personally done is that I found the flashers not knowing which was which. The first one I replaced turned out to be for the Hazards as the turn signals did not blink. After replacing the other flasher for the turn signals they blink. Now as far as replacing just the turn signal flasher and the hazards working I do not know. I would asume not. You could replace the turn signal flasher first and see if the hazards work and if they do return the other flasher.
Short: Yes you will need both flashers replaced for proper operation of both the hazards and the turn signals.
Hopefully this will help clear up any confusion.
turn signals have 3 wires
1 - high (amber led)
2 - low (running light/white led)
3 - ground
They are amber for the DRL and for your running lights.
With the running lights on they flash white.
With the headlamps on they are white and flash amber.
I am not really sure why he added another bulb. I have not had any problems with them looking washed out or anything like that. You can definatly tell when it switches between the two colors.

you only need one. you dont really need to do the hazzard flasher, it works, it just works slower then normal. but there id not DOT reg that says how many times per minute they have to flash.
