Default Rear Bumper Sag & Firewall Insulation Replacement

(1.) Anyone know how to successful keep the rear bumper from sagging? mine is about 3/8 lower than it should be...

(2.) Also, would replacing the firewall insulation (black plastic and foam under the carpet in the front foot wells) with dynamat help to reduce heat entering the cabin and cut down on noise? or would the i.e. dynamat not be up to the heat and melt?
