Default touch-up paint

I had a ton of chips on my hood so I got some primer and touch up paint. I put the primer on yesterday. I let it sit for 24hrs. Now I applied touch-up paint. It looks much better but if you look at it under light it looks horrible. It's not even. There has to be another step after this. Should I buff it with something to even it out? What do I do? I need to remove the excess. What ever is not touching the primer and I want to smooth it out so it's hard to tell it's been touched up.
