I have a A4 98 cam only T/A stalled to 3600

I was going to send away for a tune from madtuner.com

Is there anyway to determine the stock Differential gear ratio via the VIN #?

I can't remember but isn't the stock ratio 3.23 in the 98+ A4 Trans AMs?
