Actually with the RMVB the govenor would do nothing.
You do know that reverse manual valve body means that D will be 1st correct?

make sure when you pull the shifter into the 3rd it actually pulls the linkage enough to go into 3rd gear. might not be fully engaging and need to adjust the cable.

good luck

I've seen this one before....

TH350 RMVB, no third gear, triple checked shifter adjustment, all OK.
Same exact symptoms you have. Normally I would tell you to plug a pressure gauge into the 3rd gear port and look for pressure but you're not going to have it.

You can verify it by pulling the VB but the fix is going to be bending the "S-clip" to make the manual valve go slightly further to the rear.
Measure the distance the manual valve protrudes out the rear of the VB with dial calipers while in the 3rd gear (normally manual low) position.

Bend the clip to give it another .050" or so.

If you want to verify it, you can measure the distance as above, drop the VB, put the manual valve back to the measurement you got, and look to see if it is allowing line pressure into the 3rd gear passage.
