4l60 wont shift into 3rd

4l60 wont shift into 3rd when just driving around car will shift into 3rd but at wot the car will hit the revlimiter has anybody else had this problem i think it might be in the tune
Well if you done any mods I would certainly look at tuning, However I would also look at fluid condition and smell, How many miles on the trans?
