Tranny sound. Is this normal?
Fairly apparent sound. (Whine) All stock trans. in a '96 @ 120k.

Thats not a normal sound.
I've heard old 700R4's with the 7 vane pump make a similiar noise when the tv cable was pulled at idle. It was a harmonic vibration in the pressure regulator.
I've also heard it on my 2002 4L60E when I used hp tuners to bump it to max line at idle.
I've heard a leaking filter could suck air and cause that noise, but I never experienced that.
Going off that I wonder what your trans pressures are.
But even with those possibilities I say it sounds like your power steering pump, I've heard that noise coming from my 2001 when it's hot.
You should flush the power steering. Then take the trans pan off and don't just change the filter, break it open and unfold the element. It could be a mechanical problem with the trans so there should be some metal in the filter by now.

I could believe it being the power steering pump, seeing that it is pretty old. I did, however, just replace my rack and the pump is full of fluid.
The trans. is tuned, so it may have higher pressure. What should I look for in the tune file?

You could look for raised line pressure in the force motor table. (a constant)
It would be more accurate if you could put a mechanical gauge on it and get it to make that sound while you look at the pressure.
If it is the transmission, the gauge needle will vibrate with the noise you hear.
