Default Automatic safety switch?

My dad has a '98 Z and it will not release the shifter to put it in gear. I'm thinking there is a safety linked with the brakes. Is it just a switch off the petal or am I heading in the wrong direction? I have not looked at the car yet and was just looking for some ideas. Thanks for any input.

Theres a solenoid on the shifter under the console. The console top can be lifted up and the solenoid popped off with a screw driver.

Ask a repo driver, I think theres a way to take the ash tray out and pop it off with a screw driver also.
