Default LS1 Stock Torque Converter

Why does the 4l60e transmission in the LS1's use a stock torque converter with a stall speed of around 1650rpms when maximum torque is close to 4000 rpms stock. Was this for gas mileage and driveability purposes?

Correct. And the late 4L60E stall speed is 1850 in the F Bodies. The early 4L60E stock converters for F Bodies is 1650 (LT1 cars, etc. prior to 1998)
