TC wont unlock,which solenoid to replace?

TC wont unlock,which solenoid to replace? OK so I have a 96' T/A with a 02' 5.3L with 2000 PCM and a 96' 4L60E. I did all the research and testing and it seems one of the TCC solenoids is bad. But how do I know which one? Theres the TCC solenoid valve control and the TCC PWM solenoid valve control.
I tested all the wires to make sure they were getting the proper signal and they are. I also compared wiring diagrams for the pinouts on the 96' vs 00' transmission plugs and they are the same. Everything works fine except for the TC not unlocking so Im thinking its the TCC solenoid valve control. What you guys think?
