Unhappy 700r4 problem?

recently purchased a 1970 chevelle small block with a 700r4. got the car running yesterday and decided to take it out for a drive i notice that it wasnt shifting out of 1st gear as i gave it more gas it still wouldn't shift. what might be the problem here??

The T/V cable is too tight or the T/V is stuck.

i checked it out and its not tight. i been reading and came across that probably my governor is worn out might try checking that out tmw.

If not the gov, there was a similar issue that involved the servo pin or band lug.
