Default 2000 z71 trans issue.

My buddy has a 2000few z71 he just got and supposedly the trans had about 500to miles since a fresh rebuild. Shifts completely fine and fluid looks healthy and smells good. Issue, on the highway when your foot is on the gas and a load is applied everything is fine. Once you slightly let off ir going downhill it seems like the torque converter unlocks or something cause the rpms shoot up and you can kinda feel a power loss until you lean back on the throttle a little more, then it locks up and everything is fine. But its continuous. Any ideas or suggestions. Thanks.

Maybe change the TPS and see if that helps?
