ok so alittle back ground. I have a 5.3l/76mm turbo/ 1998 4l80e/ and a 411 pcm. in a 1987 buick regal. I just got everything cleaned up and have taken it for its first drive around the house.

issue:
the trans is stuck in second gear and it like it fighting itself in reverse but wont back up. I have no codes, and I do have vss signal. how ever when I look at the turbine speed I sits at zero at all times.
now when the car is in park it even acts like its in gear but being held back by the parking pin. and will not rev right. when it revs its a labors kind of rev.

so im guessing the trans is in limp mode and the turbine speed sensor is either bad or isn't wired up right.

any info would be great. also I do have hp tuners and will data log the issue tomorrow and post it and my tune up. and mybe a video to help out alittle more.

Your forward clutches are welded together causing no reverse and attempting to drive in park. So the trans will need a rebuild.

I would go ahead and fix the control issue and get it to shift through the forward gears before pulling it though. Check for power on Pin E to the trans main connector.

 

I will check pin E. I also wanted to add that I can manually shift it with HP tuners by selecting each gear 1 threw 4 gears only no neutral or reverse of course.. You sound correct with your diagnosis and that makes perfect sense. It even wants to drive forward when its in neutral.
