Vacuum modulator with leak??? Help Please!

Vacuum modulator with leak??? Help Please! I have a 4l60e with a vacuum modulator in a 01 Z28 (installed before I bought). The 2-3 shift is weak and in 3rd and 4th gear the transmission slips ALOT anytime there is much more than 25% throttle. The engine does have a mild cam in it if that would matter.
Could this slip be caused by a vacuum leak?
My fear is that the 3-4 clutches are burnt but I don't want to take out the tranny and rebuild just to find that it's a leak. But then again I could have a leak that caused the 3-4 clutches to fry....
Any suggestions or previous experience with vacuum leak and vacuum modulator installed.
FWIW, I do have a '94 4L80e sitting that needs rebuilt that I do plan on eventually putting in, just now right now.

Pull the pan and see what the fluid looks like and the filter? I'm doing a 4L80 swap right now with the modulator. I don't think that its likely the cause but it could be. Could be stuck too.
