4L60E problem Sometimes the car shifts fine, but sometimes when I accelerate aggressively it won't shift and bounce off the rev limiter unless I take my foot off the gas and then put it back on the gas. Any ideas?

I noticed somebody mentioned there tach was off and needed a new guage cluster. I have used and OBDII scanner with the torque app and it shows my tach and speedo to be off, so I'm wondering if the guage cluster can be my problem also. Does anyone know how accurate torque is for showing speed/RPM?
