Default turbo 400 to 5.3

I noticed that my 5.3 has a non tapped hole where you would think the bellhousing bolt would go, its just flat, do I need a adapter to bolt a 400 up to the 5.3?

No; there no adapter needed or made. The bolt holes that align will be plenty.
However, you typically will need a spacer on the end of the crank to extent the pilot hole for the converter. To make matters a bit more complex, some truck engines ('99 and '00 only??) have a longer crank which does not need the spacer, but might need a different flexplate.

Yeah you will have one that you dont use. This is normal
