Anti balloning plates
My understanding of "anti ballooning plate" is an additional plate welded on a stamped front cover to reduce flex. The PI converter, (and others) use a billet front cover which eliminates the need for an additional plate. There are also plates that go on the impeller pump side of the converter, but there are different ways of doing this and it varies from company to company. Example: flanged hub, plate, double plate ect.
To answer your question, your converter most likely has a billet front cover and a flanged hub.
