Everybody's on the same page in the thread, but just to add another voice ... I was tuning my buddy's tranny a few years ago, having done mine some time earlier. I had forgotten which had to be met first, and did it the other way around. The result was that it didn't meet the desired rpm at WOT. Once I swapped it to mph first it worked as desired.
