Well, exactly what are you asking?
By your title you want to know who builds converters.
By your 1st sentence you you want to know the physical difference between a 4L80e and TH400 converter.
Then you mix in 1/8 and 1/4 times of different cars in a very confusing way and without any clear question.
What are you asking?

You're comparing apples to oranges.

You can't compare completely different cars and hope for the same results, even if they are similar.

Suspension setup, track location and climate, tuning, engine build differences (engines vary even when built identically), etc.

Also many cars equipped with a 4L80E would by definition be more street oriented so the converter may be tamer.

The only way to compare would be to try the same car with both transmissions and have a converter built to the same specs.
I've done this and the 4L80E actually went slightly faster ET and MPH in the 1/8th mile. I contribute it to air density and possibly a slightly more efficient converter although it was built to identical specs by the same builder.
The car was 3600-3700 lbs with a 496 BBC running 6.70s IIRC.

I saw very little diff switching from a 400 to 80E, and I was a lot quicker than 10.80-diff converter specs, different weather, track conds., even bad settings (line pressure, etc) on a controller could all affect times-even poor install, driveline angle, could impact it
To many fairy tales floating around, lol
