Default 1998 WS6 Speedometer doesn't work

I have a 98 ws6 and the speedometer does not work, every other gauge works fine, replaced VSS and no luck, it is working if u have it hooked to a snap on scanner it reads the vehicle speed so I assume the VSS is working ok, we have looked at most of the wires to computer and cluster all checks out good any ideas

Is the Odometer/Trip counting? If so, The Speedometer stepper motor is bad.

If they are not counting, Check the 4000K Output wire between the Cluster & PCM.
Dark Green/White, Circuit # 617.....Between Pin 55 of the C1 PCM connector & Pin B12 of the Cluster Connector.

Check for continuity, Short to ground & Short to power, This circuit also goes to the Radio, I have seen radio installs go wrong & short the VSS signal wire to ground...Stooping the Speedo.....
