Strange 2-3 shift problem

Strange 2-3 shift problem I'm having a very strange shifting issue. The trans always shifts 1-2 just fine, and 3-4 just fine, but 2-3 is intermittent. If I'm very light throttle or full throttle it shifts fine, but any decent throttle and the trans might shift, might shift late, or might not shift at all. When it doesn't shift the only way to get it to is let off the gas, shift to neutral, shift into D.
Weird thing is that when it does shift and it's way late (25% throttle, > 4000 rpm) it shifts really firm. It's worse when the trans isn't warm yet.
I can see the computer commanding the shift, but it just doesn't happen.
I'm already planning to replace the trans and converter within the next year, but it's getting worse and it's really annoying.
Ideas?

Datalog during the drive shows the gear change to 3 even though the trans is still in 2.
Now weather or not the solenoid is being activated when the computer thinks it is I'm not sure, but I thought that should trigger a malf code.

Trans has about 25k on it, solenoids weren't replaced.
I have a spare pcm and it happens with that one also. So I think that I will try replacing the solenoids when I can get to it.
