Default Is the Park Prawl controlled hydraulically or mechanically

I have a 4L60E without fluid. When the shift linkage is in Park the transmission yoke rotates. Is this a problem or does the park prawl only engage when there is fluid and engine started?

It engages mechanically and should not rotate with or without fluid when in the park position.

Can the park pawl be inspected by dropping the pan or is it a lot more involved? Is there another way to confirm park pawl is problem? I would like to confirm before pulling the trans.

Yes it can be inspected by dropping the pan. As far as if there is another way I do not know but hopefully mrvedit pokes his head in here.

Is this a freshly rebuilt transmission?
Here is a video that may help you understand how it works. From about 2:20 to 5:50 min. should help a bit.

If the trans is still in the vehicle, check that the shift linkage is adjusted properly. As 98CayenneT/A said you can remove the trans pan and check the linkage. A rod is connected to the shift shaft rooster cone and wedges between the parking paw and a bracket that is held to the case with two bolts. The nut that holds the shift lever to the shift shaft could be loose, the nut that holds the rooster cone to the shift shaft could be loose, and the bolts that hold the parking paw bracket to the case could have come out or broken. You didn’t say if the trans would move the vehicle forward and backward. If the vehicle won’t move the output shaft could be broken.

Thanks for responding 98CayenneT/A and bbond105. Video is perfect. This is not a fresh build. 5.3L with trans was pulled from a wrecked 2006 Yukon w/ 30,000 miles, being installed in a 51 Chevy pickup. There is no driveshaft. I was attempting to attached the column mount shift linkage when I discovered that I was able to rotate yolk in both directions with the trans selector in all positions. I'll remove pan and take a look. Thanks

How far did you rotate the yoke? Sometimes it'll turn a bit before it clicks in.
It's kind of rare to have parking pawl problems.

I rotated the yolk at least 2 turns in each direction. That should be enough to have the pawl click in correct?

Another question, when looking directly at shift linkage shaft is park in the fully clockwise or counter clockwise position?

In park the rod is pushed to the rear of the trans.

I dropped the pan. Fiddled with the linkage and low and behold it went into park and locked. I'm thinking that the magnet in pan was hindering the detent lever from shifting into park. The lever is closest to pan bottom when shifting into park. Anyways moved magnet and re-assembled. Working good. Thanks you all for your assistance.
