Faulty speed sensor???
Bad sensor is likely , But also check that the magnet in it has not just collected a lot of material this also can cause odd MPH readings and on very rare occasion the reluctor wheel managing to move on shaft is possible but least likely.

ok well I had recently replaced the sensor do you think I should swap the wires running to the pigtail if that would help anything

I would first check the connectors to the sensor; you may need to splice in a new pigtail. If that doesn't help, you might try yet another sensor, else the possible problems that Performabuilt mentioned.
