Default Slipping 4th after rebuild

So after rebuilding 4l60e I had what I thought was no lockup. Only code is 1870 with a slip speed of about 250 on the highway in straight road.

I replaced the valve body with a remanned unit and had no change in symptoms.

After tearing the trans down again it looks like my 3 4 clutch is burning up.

When I assemble the pump, reverse Input and 3 4 drum on the bench all clutches apply at 40psi air.

The 3 4 piston was replaced.
There is no leak between the input shaft and housing.
The check ball in the 2 4 servo is not leaking.
Teflon seals on stator and input shaft were replaced.

At this point the only thing I can think of is either something in the pump or I've assembled something wrong in the input drum.anyone got any ideas on what I could check?
