Is this a problem or nothing to worry about the rubber boot with a tear. The rust around it just flakes off its not rusted through Incase anyone asks. I would assume a lot of cars are running around with this and no one knows unless your underneath removing rust getting ready to Por15.

Gotta love POR15. FWIW you can paint over rust with anything, not just a product that's specifically named for that purpose. Anything works as well as POR15.
As for the torn boot, clean it and fill it in with black RTV

Not even close, I've painted trailers and equipment that sits outside and paint lasts a year at best unless you sand blast it then it lasts a couple years before it needs touched up. POR15 lasts several years and even then it's the exposure to sunlight that takes it's toll, If you put a top coat on it to block UV it will last for 4-5 years before it needs touched up.

Yea, you sandblast it you're no longer painting over rust. You're a genius.
You know POR means Paint Over Rust right? You paint over rust with anything it fails.

Where did I say anything about sandblasting before using POR15 ? Don't you have a bad cam to send back or was it user error lol
And using POR15 over rust does fail eventually but not because of the rust like normal paint will, Even epoxy won't stop rust like POR15 does.

I'm not the crying and name calling....So obviously you are the one who's butthurt, Seems to be a regular occurrence for you. You don't like to hear differing opinions even when you ask for help so I expected your response when I commented on the use of POR15, I've used it for years along with several other products in a commercial environment. You **** on your rust, I'll stick to what works.

Yea because you can't see the rust spreading after you paint over it, thats why it works. Out of sight out of mind.
Try this. Sandblast a piece of steel and apply clear por15. Put a scratch in it. Store it somewhere outside out of the sunlight in a damp area.
It'll rust beyond the scratch.
Thats one of their advertisements back in 1995 that I tried. If it was black the rust wouldn't have been seen.
Now say it's my problem for applying it wrong.
